The arrested individuals — Nadeem (25), Masher (45), and Raees (35) — are all residents of Kakrauli village in Muzaffarnagar. Saharanpur range DIG Abhishek Singh said, “They intended to incite communal unrest during the religious (kanwar) procession.”
