Aswini Kumar Panda, who topped the Odisha Civil Services exam in 2019, was arrested for allegedly accepting a Rs 15,000 bribe in a land mutation case while serving as tehsildar at Bamra. Vigilance officials also found unaccounted cash and assets linked to Panda.
