The Naga Students’ Federation’s ILRC has urged village councils in Nagaland to cease issuing Permanent Resident Certificates to non-indigenous people, deeming it a violation of the Inner Line Permit system. While Temporary Resident Certificates are acceptable, PRCs are not.
