DR Congo, M23 agree on mechanism to monitor ceasefire

The Democratic Republic of Congo and the M23 rebel group have agreed to establish an international body to monitor their stalled ceasefire. Mediated by Qatar, the mechanism will investigate violations and involve representatives from the Congolese government, M23, and the International Conference on the Great Lakes Region. The US and African Union will observe the process.
