Parallel govt is being run by IAS officers in Tamil Nadu, says Madras high court

The Madras High Court is upset with the Tamil Nadu government. The government changed its mind about giving houses to Tamil scholars under the ‘Kanmavu Illam Scheme’. The court suggests IAS officers are running a parallel government. Justice Anand Venkatesh says late Chief Minister Karunanidhi wouldn’t have allowed this. The court is hearing a plea by lyricist Vairamuthu.
